Buying Property in Bulgaria as a Foreigner — What Permits Do You Need?

Bulgaria is an attractive destination for foreign property buyers — relatively low prices, EU membership, and beautiful landscapes make it popular with buyers from Germany, the UK, the Netherlands, and beyond. But before you sign anything, it is essential to understand the regulatory requirements that apply to foreign buyers.

Can Foreigners Buy Property in Bulgaria?

Yes. Since Bulgaria joined the EU in 2007, EU citizens can buy property — including land — on equal terms with Bulgarian citizens. Non-EU citizens can buy buildings and apartments freely, but purchasing agricultural or forest land still requires establishing a Bulgarian company or meeting specific residency conditions.

What Documents Do You Need to Buy Property in Bulgaria?

The purchase process involves a notarial deed (нотариален акт), which is the official document transferring ownership. Before signing, you should verify: a current title certificate, a cadastral sketch, a certificate of encumbrances, a tax assessment certificate, and a certificate confirming no outstanding municipal taxes on the property.

What Permits Are Needed If You Plan to Build or Renovate?

If you are buying land to build on, or buying a property you plan to renovate significantly, you will need to go through the Bulgarian construction permitting process. This includes obtaining a Visa for Design, commissioning an approved investment project, and receiving a building permit from the municipality. Major renovations that affect the load-bearing structure also require a permit.

What About Agricultural Land?

If you want to build on agricultural land, you first need to change its designation (изменение на предназначението). This is a separate administrative process that can take 6 to 18 months and involves the Ministry of Agriculture and local authorities. Only after the designation is changed can you apply for a building permit.
