Step-by-Step: The Building Permit Process

Step 1 — Obtain a Visa for Design (Виза за проектиране). Before any design work begins, you need a Visa for Design from the municipality. This document defines the permitted parameters for your project — height, density, setbacks, and land use. Step 2 — Prepare Investment Design (Инвестиционен проект). A licensed Bulgarian designer prepares the full project documentation — architectural, structural, electrical, plumbing, and other required parts. Step 3 — Submit for Approval (Одобряване на проекта). The completed project is submitted to the municipality for review. The Chief Architect checks compliance with the regulatory plan and building norms. Step 4 — Receive Building Permit (Разрешение за строеж). Once approved, the building permit is issued. This typically takes 14–30 days after submission of complete documentation. Step 5 — Open a Construction Site (Откриване на строителна площадка). Before construction starts, the site must be officially opened with a protocol signed by the builder, designer, and construction supervisor. Step 6 — Construction Supervision (Строителен надзор). All construction in Bulgaria above a certain category must have a licensed construction supervisor overseeing the process.
